Maybe you could say "is equivalent to".but the methodologies are not literally "the same". For example "bebop scales" came from David Baker. IMO it would be a mistake to say his methodology is "the same" as another methodology even if some of the building blocks look the same. Included in "movement"/arrangement is the concept of 6th diminished "scales", but 6th diminished can also fall under "lines" category.
